Local Campaign Forum

The role of the Local Campaign Forum (LCF) is

  • to coordinate with CLPs (Constiuency Labour Parties) and branches for the purpose of electing Labour Councillors to Torbay Council
    • It also deals with Town Councils. At this time Brixham has a Town Council, but elections have thus far been non-partisan, so the LCF has not been involved. If Paignton and Torquay adopt Town Councils, then the LCF will also be the body coordinating selection and election of Labour Councillors to all of the three Town Councils.
  • to organise opportunities for individual members, branches, trade unions, affiliated organisations and community organisations to enter into dialogue regarding policy issues
  • to recruit candidates and compile a panel of candidates to run for Council seats

The membership of the LCF includes:

  • 7 delegates from Torquay Branch
  • 4 delegates from Paignton Branch
  • 5 delegates from Totnes CLP in the areas that are part of Torbay Unitary Authority
  • 1 delegate from the Cooperative Party
  • plus 1 delegate from each of the affiliated unions

When we have Labour Councillors, it will also include the Labour Group Leader and Deputy Leader.


The Torbay Council area includes all of Torbay CLP plus parts of Totnes CLP (Brixham plus).

All of the seats on Torbay Council will be up for election in May, 2023.
